Unverified / missing phone number
It is difficult to get a verified phone number for whatsapp, and sometimes they get unverified and you have to verify your phone number again. You can find your phone numbers in the Whatsapp manager in Meta business suite.
Check that the numbers you are trying to use with your app are verified, and verify them again if they're not.
